A Strategic Highway Safety Plan (SHSP) identifies key safety needs and helps direct funding to improvements that reduce highway fatalities and serious injuries on all public roads.
MassDOT developed the Massachusetts SHSP in a cooperative process with Federal, State, local, private, and public sector safety stakeholders. The SHSP is a data-driven, strategic plan that integrates the four E's: engineering, education, enforcement and emergency medical services (EMS) using the Safe System Approach..
Massachusetts has been updating the Plan approximately every five years. The SHSP was recently updated in December 2022 and the latest Action Plan is underway. Prior to this, the last Plan was updated in 2018.
