Hello. I'm Shawn Jenkins, Commissioner of the Massachusetts Department of Correction. Today, I'm proud to share the Align Initiative, our five year commitment to safer facilities, stronger operations, and improved outcomes.

Align is more than a document, it's a strategic plan that provides structure with the flexibility to address emerging needs. Built with the input of staff, incarcerated individuals, community partners, and stakeholders across the Commonwealth this plan sets a clear path forward toward safer facilities, healthier environments, and more effective reentry supports that strengthen communities across Massachusetts.

The Align Initiative focuses on six core priorities.

Workforce Investment. Recruiting, developing, and supporting a skilled, healthy, and motivated correctional workforce.

Safety. Reducing violence, promoting psychological safety, and strengthening crisis preparedness.

Excellence in Health and Well-being. Delivering high quality, patient centered care, and evidence based rehabilitative services.

Excellence in Operations. Improving workplace efficiency and quality of life through the implementation of best practices.

Enhance Reentry Assets. Developing skills, supports, and connections people need to succeed after release.

Communication and Data Sharing. Building trust through improving transparency, strengthening relationships with stakeholders, and using data to guide decisions and share our results.

Each priority includes clear objectives, flagship projects, and performance measures to ensure our progress is transparent, data driven, and measurable.

A new Strategic Initiatives Division will help coordinate these efforts, track results, and keep the Align Initiative connected to daily practice.

This is an adaptable plan designed to evolve with the challenges and opportunities ahead. Its success depends on our skilled and dedicated workforce and the strong partnerships we maintain with stakeholders and communities. From violence prevention and crisis preparedness, to expanding health care and reentry programs, to modernizing operations, supporting staff well-being, and strengthening reentry pathways, Align charts the path forward for Mass DOC. This is our plan and it will take all of us to make it real.

I am grateful to everyone who contributed their time, ideas, and expertise to shape this initiative and look forward to the collaborative work ahead. Together, we can build safer facilities, healthier communities, and a stronger future for the Commonwealth.
