The Commission denied the promotional bypass appeal of a Winthrop police officer as Human Resource Division’s review was reasonably thorough and impartial, and its affirmation of the grade assigned by the consultant to the Appellant’s essay was neither arbitrary nor illogical.
Although the Commission declined to initiate an investigation at this time after concluding that the provisional promotions for Fire Chief and Deputy Fire Chief were permissible, the Commission cautioned that a failure to move expeditiously to fill the positions permanently would result in further review.
