Matter addressed violations of the state's lobster permitting and reporting laws and regulations. This included: (1) the falsification of permit renewal applications; (2) the leasing of a Coastal Lobster Permit; (3) failure to comply with permit conditions; and (4) submitting false or incomplete catch reports. The Final Agency Action in this matter resulted in the permanent revocation of Papagelis' Commercial Coastal Lobster Permit and all appurtenant regulated fishery permit endorsements.
