The matter addressed permitting and reporting requirements related to the commercial lobster fishery. This included: (1) the failure to maintain and install an operable electronic vessel tracker; (2) fishing without a valid commercial lobster permit; and (3) violating permit conditions. The Final Agency Action resulted in the permanent revocation Schneider's Commercial Offshore Lobster Permit and the potential reinstatement of Schneider's Commercial Coastal Lobster Permit. Reinstatement must occur prior to December 31, 2026 or the permit will be surrendered to the agency and permanently retired. Reinstatement is also contingent on Schneider submitting valid permit renewal applications for 2025 and 2026, complying with the vessel tracking requirements and the permit being subject to a three-year probationary period.
