The matter involved violations of the state's lobster conservation and management regulations. This included: (1) violations of minimum carapace size limits; (2) violations of maximum carapace size limits; (3) possession of female v-notched lobsters; and (4) possession of female v-notched lobsters with a mutilated v-notch. The Final Agency Action resulted in the permanent revocation of Mello's Commercial Coastal Lobster Permit and all appurtenant regulated fishery permit endorsements.
