Matter involved lobster conservation and management violations. This included: (1) hauling, molesting, and possessing another person's lobster trap gear without their consent; (2) violations of minimum carapace size limits; (3) violations of maximum carapace size limits; (4) possession of female v-notched lobsters; and (5) possession of egg-bearing female lobsters. Williams did not exercise right to hearing and Final Decision was issued based on summary judgment. Final Agency Action resulted in the permanent revocation of Williams' Commercial Coastal Lobster Permit and all appurtenant regulated fishery permit endorsements.
