The topics shown below were discussed at the aforementioned meeting: 10:02 A.M. the Chair T. Kokoliadis called the open meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

   1. M. Jenkins made a motion, and it was seconded by W. McLaughlin, and the members present by majority VOTED: to accept the minutes as written.

   1. Executive Director Reported - Since the last meeting there were 27 new licenses and permits issued. Also updates on the new eLIPSE system
   2. Legal Counsel reported –Board Counsel updated the board on the status of the regulation review

P. Wolfe made a motion, and it was seconded by P. Yorkis, and the members present by majority VOTED: to allow applicant to move forward with the process.

K. Dicks made a motion, and it was seconded by W. McLaughlin, and the members present by majority VOTED: to allow applicant to move forward with the process.

The Board discussed that many of the appraisals were completed in other states in which the applicant does not hold a trainee license.  The chair recognized the applicant who explained that his supervising appraisers held licenses in all states.  The applicant noted that although his application only identifies one supervisor he can provide additional information from another supervisor in his work log and affidavits.  P. Yorkis made a motion, and it was seconded by K. Dicks, and the members present by majority VOTED: to allow applicant to move forward with the process upon receipt of updated work log and corrected affidavit form.

The Board discussed that the applicant did not identify a supervisor in her work log or provide a supervisor attestation. In communication with the Board, the applicant claimed she did not need a supervisor but identified one of the certified general appraisers who provided minimal oversight.  The Board noted that the person identified was unable to act as a supervisor due to previous discipline and that they are unable to credit the work experience provided. K. Dicks made a motion, and it was seconded by P. Wolfe, and the members present by majority VOTED: to deny the application.

   P. Wolfe made a motion, and it was seconded by D. Collings, and the members present by majority VOTED: to accept reviewers’ decision on the education below.

D. Collings made a motion, and it was seconded by P. Yorkis, and the members present by majority VOTED: to exit the Open Meeting and enter Closed Investigative Conference under M.G.L. c. 112, s. 65C.
