Overview

A Design Public Hearing will be held to present the design for the proposed project in Chelmsford, MA.

Purpose:

The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed project. All views and comments submitted in response to the hearing will be reviewed and considered to the maximum extent possible.

Proposal:

The purpose of this project is to improve safety and operations of the intersections, and to bring the intersection into conformity with modern design standards and enhance the safety and mobility for all users.

This project will include improvements to all infrastructure within Vinal Square. All sidewalks will be reconstructed to be ADA compliant with curb bump-outs at crossing locations and any other areas where space allows. Bicycle accommodation has been provided in accordance with applicable design guides.

Intersection geometry will be improved by removing the channelized right turn from Middlesex St to Route 3A. Signal improvements will be proposed for the Route 3A/Groton Rd intersection to better address operations, which also include Dunstable Road and Wotton Street. 

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Town of Chelmsford is responsible for acquiring all needed rights in private or public lands. MassDOT’s policy concerning land acquisitions will be presented in the hearing.

Statements and exhibits intended for inclusion in the public hearing transcript must be emailed or postmarked no later than ten (10) business days (14 calendar days) after the hearing is held.
