Overview   of Deerfield - Upper Road over Deerfield River Bridge Replacement

A Live Virtual Design Public Hearing will be held by MassDOT to discuss the proposed Upper Rd over Deerfield River Bridge Replacement project in Deerfield, MA.

Purpose:

The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed bridge replacement project. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.

Proposal:

The proposed project consists of replacement of the entire structure carrying Upper Rd over the Deerfield River, including footings, piers, abutments, support structure, and deck. There will be some reconstruction on the approach roadways to improve the roadway profile (slope and vertical curvature) and provide a transition to the widened bridge, which will maintain the existing travel lanes and provide widened shoulders. Bicycle and pedestrian accommodations consisting of two 5 foot usable shoulders have been provided in accordance with applicable design guides. This is a Bridge Replacement project on a rural road and has design exemptions according to Engineering Directive E-20-001. The project is exempt from Pedestrian Facilities requirements since it is in a rural location, no sidewalks exist on the existing bridge or approaches, and the town has no plans to provide sidewalks on these roadways in the future. 

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The town is responsible for acquiring all needed rights in private or public lands. MassDOT’s policy concerning land acquisitions will be discussed at this hearing.

Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassDOT website listed below.

Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Carrie Lavallee, P.E., Chief Engineer, MassDOT Highway Division, 10 Park Plaza, Boston, MA 02116, Attention: Major Projects, Project File No. 608634. Such submissions will also be accepted at the hearing. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked within ten (10) business days of this Public Hearing.
