Overview   of Invitation for Bids - MassDOT Rail Grade Crossing Rehabilitation

The Massachusetts Department of Rail and Transit (MassDOT Rail) is soliciting bids and Mass Coastal Railroad is accepting sealed bids to rehabilitate 18 at-grade railroad crossings on the Cape Main, Falmouth Line, Middleboro Subdivision and Framingham Secondary. MassDOT owns the ROW, track and associated facilities on the lines. Mass Coastal Railroad, under contract to MassDOT Rail and by contractual obligation, is responsible for the care and control of the state-owned rights of way and related property. This Invitation for Bids is issued pursuant to M.G.L. c. 30, § 39M.

The Project

Furnish labor, equipment and material to refurbish 18 at-grade railroad crossings on the Cape Main, Falmouth Line; Middleboro Subdivision and Framingham Secondary and upgrade signals at 10 of the crossings. Track: demolish and dispose of existing grade crossing roadway, track, tie and timber; reconstruct track through crossings; install rubber rail seal/asphalt; ditching, grading and drainage upgrades; and sidewalk and guardrail work. Signals: install, test and place into service wayside equipment for Automatic Highway Crossing Warning System at 10 grade crossings including required power upgrades.

A Pre-Bid Meeting and site tour will be held at the Mass Coastal RR offices at 12 Harding St., Ste. 202, Lakeville, MA 02347, on Thurs., May 26, 2022, at 10:00 am. Attendance at one pre-bid meeting is mandatory for all prospective bidders. Prospective bidders must be prequalified by the MBTA in Class 1-General Transit Const. and/or Class 3–Trackwork and/or Class 6A2, Railroad Signals & Communications for a $7.2 million contract value.

Sealed bids must be delivered by 2:00 p.m. on June 16, 2022, to Mass Coastal Railroad, 12 Harding St. Ste. 202, Lakeville, MA 02347. Sealed bids will be publicly opened shortly thereafter at Dept. of Developmental Services, 151 Campanelli Dr., Suite B, Room 1163, off Rt. 28, Middleborough, MA 02346 (2:30 p.m.).
