(DRAFT) Executive Committee of the Local Government Advisory Commission, February 10th, 2026 at 1:00 pm - Hybrid meeting - State House and Zoom
ATTENDANCE (in person): K. Gove, K. Baskin, K. Mizikar, M. Ossing (remote): J. Hellen, L. Feltner, J. Glass, and D. Casey.
Motions and Votes:
- To approve the minutes of the November 18th, 2025, LGAC Executive Committee meeting (Motion by M. Ossing , Seconded by K. Baskin)
SO VOTED - To ratify the proposed agenda for the February 10th, 2026, LGAC meeting (Motion by M. Ossing , Seconded by J. Glass)

At 1:13 p.m., K. Gove called the Executive Committee meeting to order. K. Gove proceeded to conduct the administrative business on the agenda, including approving the November 18, 2025 meeting minutes and ratifying the agenda for February 10, 2026. Upon completion of the agenda, K. Gove declared the meeting adjourned and returned to the full meeting of the LGAC. All motions (noted above) were approved unanimously.

Hellen, C. Hoyt, S. Clougherty, A. Llamas, J. McLaughlin, L. Feltner, J. Glass, B. Griffin Dunne, D. Casey, and J. Hai. Others Present (in person): Lt. Governor K. Driscoll, DLS Senior Deputy Commissioner S. Cronin, Assistant Secretary of Budget C. Marino, A&F Undersecretary J. Sullivan, and Chief Legal Counsel J. Boodoo.

- To approve the minutes of the November 18th, 2025 LGAC meeting (Motion by S. Squailia, Seconded by Y. Greaves )
SO VOTED
At 1:09 p.m. K. Gove called the meeting to order and welcomed cabinet officials in attendance, as well as the two new LGAC members, A. Khan and M. Goff. Lt. Governor K. Driscoll discussed a few upcoming pieces of legislation and thanked the members for their partnership. K. Gove then accepted a motion to adopt the minutes of the November 18th, 2026 meeting, which was unanimously adopted as noted above. The Executive Committee then met as noted above. Then the full LGAC resumed its meeting and covered the items on the agenda: C. Marino discussed the January tax revenue collections and House 2 recommendations. A presentation on the fiscal needs of municipalities; a presentation on investments in rural aid, school transportation, and SPED circuit breaker; a presentation on limited revenue at the local level and the Motor Vehicle Excise tax; a presentation on education funding. A&F Undersecretary J. Sullivan discussed the Ch. 90 bill. A presentation on the importance of increased Ch. 90 funding for rural communities; a presentation on the importance of a multi-year authorization for municipalities. J. Boodoo discussed Executive Order #650 and the legislative proposal to address ICE enforcement in the Commonwealth. A presentation on support for local public safety and appreciation of partnership between State/Local government. There were no votes or decisions on any of these items. Speakers during the meeting included J. Hellen, C. Hoyt, M. McCabe, B. Griffin Dunne, A. Llamas, K. Mizikar, and S. Squailia.
At 1:56p.m., the agenda having been completed, K. Gove declared that the meeting was adjourned.
