ATTENDANCE (in person): D. Casey, K. Gove, K. Baskin, L. Feltner, J. Garcia, (remote): D. Roberts, and K. Sullivan. Motions and Votes:

1. To approve the minutes of the April 14, 2026, LGAC Executive Committee meeting   (Motion by D. Casey, Seconded by K. Baskin) 
   SO VOTED
2. To ratify the proposed agenda for the May 12, 2026, LGAC meeting (Motion by L. Feltner, Seconded by K. Baskin) 
   SO VOTED 

At 1:06 p.m., K. Gove called the Executive Committee meeting to order. K. Gove proceeded to conduct the administrative business on the agenda, including approving the April 14, 2026 meeting minutes and ratifying the agenda for May 12, 2026. Upon completion of the agenda, K. Gove declared the meeting adjourned and returned to the full meeting of the LGAC. All motions (noted above) were approved unanimously.

Squailia, J. Garcia, (remote): D. Roberts, A. Llamas, K. Mizikar, S. O’Connell, S. Clougherty, B. Lungo-Koehn, B. Griffin Dunne, J. Hellen, M. McCabe, and K. Sullivan. 

Others Present (in person): A&F Secretary M. Gorzkowicz, Undersecretary S. Cooper, (remote): Lt. Governor K. Driscoll. 

Motions and Votes: 

1. To approve the minutes of the April 14, 2026 LGAC meeting (Motion by, M. Ossing, Seconded by J. Glass) 
   SO VOTED 

At 1:05p.m. K. Gove called the meeting to order and welcomed cabinet officials in attendance. K. Gove then accepted a motion to adopt the minutes of the April 14, 2026 meeting, which was unanimously adopted as noted above. The Executive Committee then met as noted above. 

Then the full LGAC resumed its meeting and covered the items on the agenda: Secretary Gorzkowicz gave an update on current fiscal year revenue collections and state budget developments. Lt. Governor K. Driscoll expressed appreciation for local leaders during a busy budget season. A presentation on UGGA funding; a presentation on education funding; a presentation on the Fair Share supplemental surtax budget; a presentation on education funding from a MASC representative. Secretary M. Gorzkowicz discussed the Municipal Empowerment Act and the PILOT Commission. A presentation on procurement and hybrid meetings; a presentation on double poles. Undersecretary S. Cooper discussed the Mass Ready Act. A presentation on funding for climate resiliency programs; a presentation on local control for climate action. There were no votes or decisions on any of these items. Speakers during the meeting included K. Baskin, D. Dembkoski, H. Harper, B. Griffin Dunne, J. Hai, J. Glass, A. Khan, and M. Ossing.   

At 1:54 p.m., the agenda having been completed, K. Gove declared that the meeting was adjourned.
