(DRAFT) Executive Committee of the Local Government Advisory Commission, April 14th, 2026 at 1:00 pm - Hybrid meeting - State House and Zoom
ATTENDANCE (in person): D. Casey, K. Gove, K. Baskin, L. Feltner (remote): D. Roberts, and J. Garcia.
Motions and Votes:
- To approve the minutes of the February 10th, 2026, LGAC Executive Committee meeting (Motion by K. Baskin , Seconded by D. Casey)
SO VOTED - To ratify the proposed agenda for the April 14th, 2026, LGAC meeting (Motion by K. Baskin , Seconded by L. Feltner)

At 1:13p.m., K. Gove called the Executive Committee meeting to order. K. Gove proceeded to conduct the administrative business on the agenda, including approving the February 10th, 2026 meeting minutes and ratifying the agenda for April 14th, 2026. Upon completion of the agenda, K. Gove declared the meeting adjourned and returned to the full meeting of the LGAC. All motions (noted above) were approved unanimously.

Cusolito (remote): D. Dembkoski, M. Ossing, T. Bettencourt, S. Squailia, B. Griffin Dunne, D. Roberts, B. Lungo-Koehn, C. Julius, J. Hellen, and J. Garcia. Others Present (in person): Lt. Governor K. Driscoll and Assistant Secretary of Budget C. Marino.

- To approve the minutes of the February 10th, 2026 LGAC meeting (Motion by, H. Harper, Seconded by M. Goff)
SO VOTED
At 1:08p.m. K. Gove called the meeting to order and welcomed cabinet officials in attendance. Lt. Governor K. Driscoll expressed appreciation for the LGAC and spoke about her recent visit to western MA. K. Gove then asked the Lt. Governor to lead a swearing-in of the members present. K. Gove then accepted a motion to adopt the minutes of the February 10th, 2026 meeting, which was unanimously adopted as noted above. The Executive Committee then met as noted above.
Then the full LGAC resumed its meeting and covered the items on the agenda: C. Marino discussed revenue collections for FY26 and the FY27 budget. A presentation on UGGA and the current fiscal conditions; a presentation on Ch. 70 funding; a presentation on proposed changes on motor vehicle excise tax collections; a presentation on the needs of school districts. C. Marino discussed the “Fair Share” Surtax Supplemental Budgets. A presentation on snow & ice and winter recovery resources; a presentation on SPED circuit breaker funding. C. Marino discussed the Ch. 90 Transportation Bond Bill. A presentation on Ch. 90 impacts on smaller towns; a presentation on Ch. 90 impacts on larger communities. Lt. Governor K. Driscoll also discussed a few reminders for municipalities. There were no votes or decisions on any of these items. Speakers during the meeting included M. McCabe, D. Casey, L. Feltner, B. Griffin Dunne, K. Baskin, L. Sullivan, P. Cusolito, and J. McLaughlin.
At 1:54p.m., the agenda having been completed, K. Gove declared that the meeting was adjourned.
