(DRAFT) Executive Committee of the Local Government Advisory Commission, September 9, 2025 at 1:00 pm - Hybrid meeting - The Delaney House and Zoom

ATTENDANCE (in person): A. Chapdelaine, J. Hellen, K. Gove, K. Sullivan, B. Sweeney, J. Mangiaratti, D. Roberts, (remote): J. Garcia, D. Casey, L. Feltner, J. Glass, and M. Tarsi-Goldfien. 

Motions and Votes: 

  1. To approve the minutes of the June 10, 2025, LGAC Executive Committee meeting  (Motion by B. Sweeney, Seconded by M. Tarsi-Goldfien) 
    SO VOTED 
  2. To ratify the proposed agenda for the September 9, 2025, LGAC meeting  (Motion by K. Gove, Seconded by B. Sweeney) 
    SO VOTED                                                         

At 1:08 p.m., J. Hellen called the Executive Committee meeting to order. J. Hellen proceeded to conduct the administrative business on the agenda, including approving the June 10, 2025 meeting minutes and ratifying the agenda for September 9, 2025. Upon completion of the agenda, J. Hellen declared the meeting adjourned and returned to the full meeting of the LGAC. All motions (noted above) were approved unanimously.

McCabe (remote): J. Garcia, D. Casey, C. Julius, L. Feltner, J. Glass, B. Lungo-Koehn, L. Sullivan, B. Griffin-Dunne, M. Tarsi-Goldfien, J. Hai, P. Bockelman, and Y. Greaves. 

Others Present (remote): Lt. Governor K. Driscoll, A&F Sec. M. Gorzkowicz, and DLS Senior Deputy Commissioner S. Cronin, M. Strain, and Q. Palfrey. 

Motions and Votes: 

  1. To approve the minutes of the June 10, 2025 LGAC meeting  (Motion by S. Squailia, Seconded by B. Sweeney)                                            
    SO VOTED 

At 1:02 p.m. J. Hellen called the meeting to order and welcomed cabinet officials in attendance. J. Hellen asked for LGAC members in the room and on the call to introduce themselves. J. Hellen then accepted a motion to adopt the minutes of the June 10, 2025 meeting, which was unanimously adopted as noted above. The Executive Committee then met as noted above. Lt. Gov K. Driscoll then provided a brief update on the streamlined MEPA process and emphasized the partnership between the LGAC and administration in federal actions in the state. 

Then the full LGAC resumed its meeting and covered the items on the agenda: A&F Sec. M. Gorzkowicz provided an update on FY25 and FY26 revenues; Lt. Gov K. Driscoll emphasized the differences in federal partnership under this current administration; a presentation on the proposed 9C expansion; a presentation on Ch. 70 minimum aid; a presentation on Ch. 90; a presentation on priorities for school committees. A&F Sec. M. Gorzkowicz provided responses to a few of the comments. Q. Palfrey gave an update on FFIO; a presentation on the impact of FFIO on small communities; Undersecretary K. Antos gave an update on the MassReady Act; a presentation on the Municipality Vulnerability Preparedness Act; a presentation on the MassResilience Revolving Fund; a presentation on MEPA;. There were no votes or decisions on any of these items. Speakers during the meeting included K. Gove, K. Baskin, M. McCabe, B. Griffin-Dunne, D. Dembkoski, J. Hai, J. Mangiaratti, and A. Llamas. 

At 2:17 p.m., the agenda having been completed, J. Hellen declared that the meeting was adjourned.
