Proposed Amendments to 808 CMR 1.00 Notice of Public Hearing and Comment Period

Notice is hereby given that the Operational Services Division (OSD) is proposing amendments to 808 CMR 1.00, Compliance, Reporting and Auditing for Human and Social Services, per its regulatory authority under M.G.L. c. 29 § 29B. This action is consistent with other OSD policies intended to leverage state spending to promote decarbonization of state infrastructure and reducing carbon emissions. We do not expect that the proposed amendments will impact local government.

OSD’s proposed amendment requires Human and Social Service contractors subject to the regulation to include environmentally friendly or sustainable products and materials in projects when the contractor includes the project as part of a request for increased rates or additional funding. The amendment to the regulations is necessary so that Departments can more readily comply with other executive orders related to procurement of Environmentally Preferable Products (EPPs) (Executive Order 515) and Leading By Example decarbonization goals (Executive Order 594).
