BBRS Request for interpretation form

Use this form to request an official interpretation of a specific provision of the Massachusetts State Building Code (780 CMR) by the Board of Building Regulations and Standards (BBRS).

Purpose of This Form 

This form is used to request an Official Interpretation of a specific provision of the Massachusetts State Building Code (780 CMR) by the Board of Building Regulations and Standards (BBRS). Official Interpretations clarify the meaning or intent of specific code provisions and are issued by vote of the BBRS.

Important Information — Please Read Before Submitting

  • Requests must cite a specific section(s) of 780 CMR.
  • The BBRS cannot interpret statutes or regulations adopted by other agencies.
  • Requests involving the application of the code to a specific project or design must besubmitted to the Building Code Appeals Board (BCAB).
  • Questions should be written so they can be answered “Yes” or “No” whenever possible.
  • Submission of a request does not guarantee that the BBRS will issue an interpretation.

Incomplete or non-compliant requests may be returned without action.
