Winter Recovery Assistance Program (WRAP) Extraordinary Hardship Funding Grant Application

Provides grants to municipalities for transportation infrastructure improvements related to the impacts of extreme winter weather.

Funded through the FY26 Fair Share Supplemental Bill, $20M in WRAP funding is distributed to communities facing extreme hardship: “Additional relief to municipalities... that have experienced extraordinary costs due to extreme weather impacts relative to other geographic areas”

Note that applications are only accepted from July 22 to September 4th.

All municipalities are eligible. The roadways must be municipally owned. 

Only one application/grant per community.
