This Guide provides instructors and potential instructor candidates with specific qualifications and training necessary to receive and maintain certification as a Patrol Procedures Instructor.

Patrol Procedures/Active Shooter Instructor Training

Timothy Watts is the statewide coordinator and the Municipal Police Training Committee liaison for the administration of Patrol Procedures. Patrol Procedures covers the following:

  • Motor Vehicle Stops
  • Building Searches
  • Active Shooter / Less-Lethal Applied Weapons Training 
  • Applied Patrol Procedures (APP)
  • Patrol Response, which includes training, certifying, and recertifying Patrol Procedure Instructors for Basic Recruit Academies and Veteran In-Service Training.

Additionally, the program oversees state and municipal police department’s program development, implementation, monitoring, and evaluation.

Key Actions   for Patrol Procedures/Active Shooter Instructor Training

Patrol Procedures/Active Shooter Designated Area Representatives 

Instructor

Relevant work experience and training:

  • Law enforcement officer with at least two (2) years of experience; or
  • Two (2) years of teaching experience in secondary level education or above; or
  • Bachelor’s degree in related field
  • Successful completion of the five (5) day Patrol Procedures Instructor Train the Trainer Course
  • Successful completion of the three (3) day Tactical Instructor Development Course

Lead Instructor

  • Instructor Lead

  • Certified Instructor in the subject matter for at least two (2) years;
  • Recommended by either an Academy Director or Statewide Coordinator

Instructor Trainer

  • Served as an Instructor (for classroom courses) or Instructor Lead (for practical skills courses) in an Academy for at least two (2) years; and
  • Recommended by wither the MPTC Executive Director or Statewide Coordinator

Maintaining Instructor Discipline

PP/AS Instructor Certification expires two years from the date of issue.

Instructor

Relevant work experience and training:

  • Law enforcement officer with at least five (5) years of experience
  • Successful completion of the five (5) day Patrol Procedures Instructor Train the Trainer Course
  • Successful completion of the three (3) day Tactical Instructor Development Course

Instructor Lead

  • Certified Instructor in the subject matter for at least two (2) years;
  • Recommended by either an Academy Director or Statewide Coordinator

Instructor Trainer

  • Served as an Instructor (for classroom courses) or Instructor Lead (for practical skills courses) in an Academy for at least two (2) years; and
  • Recommended by either the MPTC Executive Director or Statewide Coordinator

Level Upgrade

  • Instructor Lead: Meet all criteria as an Instructor and Instructor Lead with the recommendation of an Academy Director and/or Patrol Procedures Statewide Coordinator
  • Instructor Trainer: Meet all criteria as an Instructor Lead and with the recommendation and/or approval of the Patrol Procedures Statewide Coordinator based on the Patrol Procedures Advisory Committee (PPAC) vacancy
