Home Care Assistance Program (HCAP)

If you have a disability, MassAbility’s Home Care Assistance Program (HCAP) can help you live independently at home.

To help you become more independent, our Home Care Assistance Program (HCAP) pairs you with a dedicated case manager who will work with you to coordinate a wide range of in-home services. These services are provided by a trained homemaker and include meal preparation, grocery shopping, medication pick-up, and light housekeeping.

Program guidelines

Homecare Assistance Program (HCAP) follows these guidelines:

  • In-home cleaning services include dusting, vacuuming, mopping, kitchen clean-up, bathroom cleaning, bed changes, and trash removal. 
  • General services do not include heavy chores, financial management, medication monitoring, childcare, or taking you to appointments (although a HCAP case manager can often assist you in finding such services).
  • HCAP provides a maximum (12) hours of services per week. 
  • Service disputes between you and your provider can be resolved by a HCAP case manager.
  • All services are subject to termination f

Am I eligible?

You may be eligible for Homecare Assistance Program (HCAP) services if you:

  • are between the age of 18 and 59,
  • have a disability that keeps you from doing one or more homemaking tasks,
  • need assistance with in-home tasks to keep you out of the hospital or out-of-home placement,
  • meet MassAbility and HCAP financial guidelines, 
  • live alone, with children under 18, or with an adult who has a disability, and
  • are not receiving other homecare services

Note: If you are legally blind, you are not eligible for HCAP.  But you can sign up for eligibility-based services for the visually impaired.
