It is unlawful to operate, or permit another to operate, a horse drawn carriage unless the owner of has obtained a license from OPSI. Additionally, the driver of a carriage must hold a valid certificate of competency to operate a horse drawn carriage granted by an inspector of OPSI. All license and certificate applications can be obtained via the link below.
