What you need
Before you apply for TOP (also known as Section 30):
- Review eligibility requirements to make sure the program fits your life and career goals
- You need to be accepted to a program and have a start date
You should submit your TOP application before your 20th week of unemployment benefits.
How to apply
- Download a TOP application
- You need to complete Parts A and B, including questions about:
- The type of training you selected
- The name of the school offering the training
- Program start and end dates
- Tuition costs
- The training provider needs to complete:
- Part C for an hours-based program, such as vocational, apprenticeship, or educational training program, OR
- Part D for a credit-based program, such as a university or college
- Upload the completed application in your Unemployment Services for Workers account
- If you can't upload the application online, call TOP at (617) 626-5521
- Download a TOP application or call (617) 626-5521 to request a paper copy.
- You need to complete Parts A and B, which include questions about:
- The type of training you selected
- The name of the school(s) offering the training
- Program start and end dates
- Tuition costs
- The training provider needs to complete:
- Part C for an hours-based program, such as vocational, apprenticeship, or educational training program, OR
- Part D for a credit-based program, such as a university or college

Look for updates from DUA
DUA will review your application and may request more information to make a decision. Be sure to check your Unemployment Services for Workers account for updates and requests for information.
If you don't hear anything after four weeks, call TOP at (617) 626-5521.
Attend the training program
Start your training at the earliest available start date. You should start your training before the end of your unemployment benefit year, even if your application is still pending.
You need to attend all your classes and complete the program on time.
While in training, continue to file your weekly claim for unemployment benefits. You don't need to look for work, but you do need to answer questions about program attendance.
