Pre-application form for WW24 General License Certification and WW06 Simplified License Application

This form is a prerequisite for submittal of the WW24 General License Certification and the WW06 Simplified License Application. Prior to review of the instructions or initiation of submittal of either application, see below for instructions on how to complete this process.

Note: Submittal of an application for WW24 or WW06 cannot proceed without the applicant first completing this process and obtaining a Pre-Application File Number.

This form is a tool to assist applicants in identifying the appropriate process for authorizing their structures, but it does not address every license condition, and the applicant is required to review the General License or the Simplified License (as applicable) to ensure that the project will comply with all standards and conditions of the authorization (see links below).

In preparation for filing the pre-application form please review the questions in the flowchart. Please also review the conditions for the license that the project is determined to be eligible for. As part of the application process for the WW24 and the WW06 the applicant will be required to certify that the project will comply with all conditions. In the event your project will not comply with the conditions for the license identified through the pre-application process, please contact the Waterways Program for guidance.

WW06 Simplified License Conditions

• The Pre-Application form is filed through an online process at the EEA ePLACE Citizen Access Portal. An ePLACE account is required to file this form. 
• Project and site-specific information such as use of structure, size of structure, location of structure relative to adjacent properties, water depth, type of waterway: Inland (non-tidal) or Coastal (tidal).

• Number of Structures: Only 1 structure at a property may  be authorized using the General License Certification. If you have any questions about the number of structures at the property please contact the Waterways Program for assistance.
• Safe berthing depth is defined as a minimum water depth of 18 inches, and in areas with documented shellfish resources, a minimum water depth of 30 inches.
