Before you report a tip, please read this message.
The Council on the Underground Economy (CUE) serves Massachusetts business owners and taxpayers by engaging in coordinated enforcement actions and investigations across governmental agencies. The CUE is dedicated to the fair treatment of all Massachusetts workers and to creating a level playing field for all businesses based in or operating in our state. By pursuing tips and engaging in preventative outreach, the CUE aims to bring businesses into compliance with Massachusetts laws and tax requirements.
By submitting this form, you are submitting a tip or complaint for the CUE to investigate regarding a potential business violation. You may choose to submit the form anonymously. Specifically, you believe that a business or individual is concealing or misrepresenting information in order to avoid fulfilling one or more employer responsibilities related to, wages, taxes, labor laws, insurance, licensing, safety, or other legal or regulatory requirements.

How to report
You can report suspected violations through the CUE online form. The form is organized into six simple steps:
- Business name – Provide the name of the business or individual.
- Location – Enter the address or location where the activity occurred.
- Business information – Share any details you know about the business or individual.
- Tip information – Describe the suspected activity or violation.
- Supporting documents – Upload any files or evidence that support your tip (optional).
- Attestation – Review your information and confirm your submission.
When completing the Tip Information section, you may report issues such as:
- Benefits fraud
- Prevailing wage violations
- Cash wages paid “off the books”
- Tax evasion
- Child labor
- Wage and/or hour violations
- Lack of proper licensure
- Failure to provide worker’s compensation
- Employee misclassification
- Worker health and safety violations
- Employee retaliation
- Other suspected violations
