  1. What to Know

    A number of Massachusetts printers, but not all, are required to submit annual compliance certifications to MassDEP.

    Very Small Printers (VSP) (see the definition below) are required to file only a one-time certification with the agency.

    • If your existing VSP has previously submitted a certification to MassDEP, you have satisfied your obligation.
    • If you are a new VSP, you need only complete the certification process once. No subsequent filings or fees will be required.

    A Very Small Printer is an operation that is connected to a municipal sewer and in a 12-month rolling period:

    • Uses no more than 55 total gallons of cleanup solution and inks/coatings/adhesives with a volatile organic compound (VOC) content greater than 10 percent by weight as applied*;
    • Uses no more than 55 gallons of alcohol; and
    • Generates no more than 55 gallons of hazardous waste. 

    *Not including incidental material, ink used in non-heatset offset lithographic printing, water-based ink/coating/adhesive, plastisol, and ultraviolet ink.

    Please Note: If your facility does not perform printing as its primary business, has undergone a change in ownership, or is not otherwise subject to the Environmental Results Program (ERP), please complete and submit to MassDEP the Printer Non-Applicability Form below. You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

    • You may fill out and save Microsoft Word forms on your computer. PDF versions have to be printed out and completed by hand.
  4. Complete Supplemental Forms, if Necessary

    You may need to complete one or both of the following supplemental forms:

    • Return to Compliance Form if your facility is NOT in compliance with a particular requirement at the time you certify.
    • Spill/Release Form ONLY if your plant had a chemical spill or pollution release during the past year.

    Notes:

    • If you submit your certification via eDEP Online Filing, you will be presented with the applicable form(s) automatically based on your responses.
    • Unable to file online? Use the supplemental form(s) below, if necessary.
    • You may fill out and save Microsoft Word forms on your computer. PDF versions have to be printed out and completed by hand.
