UST Compliance Certification

MassDEP requires UST system owner/operators to submit Compliance Certifications every three years.
You must certify your compliance with all applicable MassDEP requirements within 18 months of your most recent third-party inspection report submission.

How to submit

  1. What to Know

    The Department of Environmental Protection (MassDEP) requires you, as the owner/operator of an Underground Storage Tank (UST) system, to submit a Compliance Certification every three years, midway between third-party inspections, to document that you are properly operating and maintaining your UST system. This requirement, found at 310 CMR 80.34, took effect on November 1, 2015. 

    Important Note: The requirement that you obtain or renew a Certificate of Compliance (COC) allowing for your facility's participation in the UST Petroleum Product Cleanup (21J) Fund is a separate requirement administered by the Massachusetts Department of Revenue. 

  2. Login to the UST Data Management System

    If you are a new user, you will need to create an account and submit a completed and notarized Standard Proof of Identity Form, available below. You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

  3. Check the Information on File for Your Facility & UST System

    Make any corrections or updates that may be necessary, and answer any new questions the system presents to you. This is important because when you file a Compliance Certification online, you will be presented with a "smart form" that includes only those questions that apply to your facility based on the information provided in your registration.

  4. Review the Guidance & Instructions

  5. Complete Your Submission to MassDEP

    If you are unable to file online, you may download and complete the forms below, and mail them to MassDEP.

    Use Form UST/RTC - Return to Compliance only to report deficiency corrections that you were unable to complete within 30 days of submitting your Compliance Certification.

    You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.
