This approval ensures that the aggregation of nitrogen loading for septic systems meets the provisions of Title 5. 

Any municipality proposing to implement a community nitrogen aggregation plan for a community must obtain MassDEP approval. This includes proposals in Zone IIs or Interim Wellhead Protection Areas, or in environmentally-sensitive areas such as systems serving new residential construction where the use of both septic systems and private wells is proposed.

  2. Complete the Application Form

    You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

  3. Obtain a Transmittal Form and Number

    A unique Transmittal Number is needed for each application you submit to MassDEP. Although municipalities are exempt from the fee for this approval, a Transmittal Number is still required.

  4. Look up the Permit Application Fee

    See page 6 of the fee schedule below. 

  5. Mail your Application and Fee Payment

    Submit your application fee payment, if applicable, and a copy of your transmittal form to:

    Submit your completed, signed application and transmittal form to the Title 5 Permitting Program in the appropriate Regional Office (see listing below).
