Industrial Rail Access Program

The MassDOT Industrial Rail Access Program (IRAP) is a competitive grant program established by the Massachusetts State Legislature in 2012.

IRAP is a public/private partnership that combines funding to help eligible applicants invest in industry-based freight rail infrastructure improvement projects.

The goals of the program are to stimulate economic development, grow Massachusetts corporations, keep manufacturing jobs and create new jobs through increased efficiency, production capacity, and improved distribution logistics.

IRAP is a public-private partnership that supports eligible applicants in investing in freight rail access infrastructure projects that improve, expand, or reinstate rail service for industrial and commercial uses.

The purpose of the program is to increase access to freight rail service and support economic development through the generation of new or expanded freight rail activity. IRAP helps stimulate economic growth, retain and expand Massachusetts businesses, preserve manufacturing jobs, reduce truck traffic, and improve distribution efficiency and logistics.

The program is administered through a rolling application process with quarterly review cycles throughout the fiscal year.
