About the Office of Data Innovation and Analytics (ODIA)

The Office of Data Innovation and Analytics (ODIA) helps the Commonwealth use data to improve services, guide policy, and deliver better outcomes for residents.

Part of the Executive Office of Technology Services and Security (EOTSS), ODIA leads the Commonwealth’s enterprise data and analytics strategy, connecting people, technology, and insight to make government more effective, transparent, and equitable.

We provide the tools, standards, and expertise that enable secure data sharing, high-quality analysis, and a growing culture of data literacy across the Commonwealth.

Data Programs and Services

A multi-disciplinary team within the Data Office works with the Chief Data Officer (CDO) to offer a range of programs and services. 

Data Sharing & Governance

We help agencies share data securely and responsibly through statewide agreements and frameworks.

  • Data Sharing MOU: Establishes the Commonwealth’s legal framework for interagency data sharing
  • Data Use License Agreements (DULAs): Define the scope, privacy considerations, and purpose of specific data sharing projects. ODIA can help facilitate this process by reviewing requests, coordinating with relevant legal and privacy offices, and supporting agencies through execution
  • Governance Support: Guidance on stewardship, data standards and best practices for effective data management

Analytics & Insights

We collaborate with agencies to analyze data, build dashboards, and create visual stories that turn information into outcomes.

Enterprise Analytics Program

Data Literacy & Community

We help agencies build confidence and capability in using data.

  • Training programs and workshops
  • Data visualization and analytics office hours
  • Peer learning and networking through the Data Leadership Council (DLC) and Commonwealth Analytics Network (CAN)

Details about training sessions, office hours, and community events are posted on the ODIA SharePoint site, and announced through our agency communications.

  • Learn to Earn Initiative: ODIA partnered with workforce, education, and human services agencies to combine de-identified data across multiple systems. The resulting dataset allows the Commonwealth to better understand how residents move between training, education, and employment programs, helping to inform workforce policy and improve outcomes for job seekers.
  • HRD Diversity Dashboard: In collaboration with the Human Resources Division (HRD), ODIA developed a public-facing dashboard that tracks diversity and equity trends across the state workforce. The tool highlights changes over time in key demographics and supports evidence-based efforts to build a more inclusive public sector.
  • SNAP Data Collaboration: ODIA worked with the Department of Transitional Assistance (DTA) to analyze enrollment and renewal patterns in the Supplemental Nutrition Assistance Program (SNAP). The insights helped identify points where residents were at risk of losing benefits unnecessarily and informed policy adjustments that made the process more consistent and accessible.
