Assistance with Data Sharing

If your agency is planning a data sharing project with another state agency, we can help you execute the Data Use License Agreement (DULA).

• DULAs are required for data sharing projects with Personally Identifiable Information (PII) or other protected or sensitive data per the Statewide data sharing Memorandum of Understanding (MOU).
• Your agency MUST have signed onto the most current MOU in effect before submitting a DULA request. You can check to see if your agency has signed onto the executed MOU’s on our SharePoint site HERE. If your agency is not listed there, please submit a MOU request.
• A DULA Form MUST be completed prior to this request. For reference, you can download a prefilled template of the DULA HERE. If you are ready to fill out your DULA, please download a copy of a blank DULA HERE.
• All DULAs must be executed through the approved digital signature system that will be sent to you from the Massachusetts Data Office after your request has been submitted.

What to expect: Once you’ve submitted your request, you should expect the DULA to be reviewed to ensure it meets standards and the MOU criteria. It will then be circulated for signatures via Adobe Sign and tracked throughout the process. After signing, the agreement is archived, shared with relevant parties, and the process is closed out.
