About the Personal Care Attendant Working Group

The PCA Working Group was established when Governor Healey signed into law Chapter 140 of the Acts of 2024.

Summary of the legislation

Chapter 140 of the Acts of 2024 provides that EOHHS will convene the working group to review the scope of services and eligibility thresholds of the personal care attendant program.

The members of the working group will include the Secretary of EOHHS or a designee and representatives from the following organizations:

  • The Personal Care Attendant Workforce Council
  • 1199 SEIU United Healthcare Workers East
  • The Massachusetts Senior Care Association
  • The Massachusetts Senior Action Council
  • The Arc of Massachusetts, and
  • The Disability Policy Consortium.

The working group’s task is to evaluate specific aspects of the PCA program and to draft a report that includes recommendations for the long-term sustainability and cost containment of the PCA program. This report must be sent to the following executive and legislative offices by March 7, 2025:

  • Secretary of Administration and Finance
  • The House and Senate Committees on Ways and Means, and
  • The Joint Committee on Health Care Financing.
