BORIM Board Members

The Board consists of seven members who are appointed by the Governor to three-year terms.

There are two public members and five physician members. A member may serve only two consecutive terms. Members sometimes serve beyond the end of their terms before a replacement is appointed. Each member also serves on one or more of the Board's committees.

Booker T. Bush, MD
Chair, Physician Member

Booker Bush completed Medical School and Internal medicine training at the Yale Medical School. He then completed a Fellowship In General Medicine at Harvard Medical School and then joined the Medical Staff at Beth Israel Hospital in Boston in 1983. As a fellow and faculty member he published research in the diagnosis of alcoholism and became a teacher in the approach to the diagnosis and management of addictive disorders. He was a faculty member at Harvard Medical School (Associate Professor of Medicine) where he was the director of Introduction to Physical Diagnosis, a member of the Admissions Committee and a Director for Education for the Division of the Addictions.

He was a member of the Board of Directors at Physician Health Services from 2005 until 2018.

He was a member of the Primary Care group at BIDMC and provided hospital care and teaching on the Medical Services at BIDMC until 2009.

Since 2009 He has been a staff member at Baystate Medical Center in Springfield and provides Primary Care at Baystate’s High Street Health Care.

Frank M. O’Donnell, JD, MPA
Vice Chair, Public Member

Mr. O’Donnell is a National Security Executive with 20 years of specialized experience in managing national defense and intelligence programs for U.S. government entities. Mr. O'Donnell has applied his broad understanding of national security to support programs for the Defense Intelligence Agency (DIA), Department of Defense (DoD), Counterintelligence Field Activity (CIFA), DoD Guantanamo Military Tribunals, Federal Bureau of Investigation (FBI), U.S. Special Operations Command (USSOCOM), Special Operations Command Europe (SOCEUR), Africa Command (AFRICOM), National Security Agency (NSA), U.S. Department of State (DoS) and other Intelligence Community (IC) entities. 

Currently, Mr. O’Donnell is the President and co-Founder of Mission First Consulting. Mission First professionals provide solutions which support the full lifecycle of preparing for, protecting against, detecting, reacting to and actively responding to the full range of threats facing US interests here and abroad. Frank holds a Certificate in Advanced Negotiation for Senior Executives from Harvard University Law School; a Law Degree from Suffolk University Law School and a Master’s in Public Administration from the Sawyer School of Management at Suffolk University. 

Sandeep S. Jubbal, MD
Secretary, Physician Member

Dr. Sandeep S. Jubbal is an Assistant Professor of Medicine at UMass Memorial Health (UMMH) and UMass Chan Medical School. Dr. Jubbal received his undergraduate degree from Calicut Medical College in India and completed his Internal Medicine residency at the Icahn School of Medicine at Mount Sinai in Bronx VA, NY where he was also the Chief Resident. He completed his Infectious Diseases fellowship at the UMass Chan Medical School and won awards in Clinical Excellence and Excellence in Research during his fellowship. He is a Diplomate (Internal Medicine, Infectious Diseases) of the American Board of Internal Medicine and a Fellow of the American Colleges of Physicians. 

He is also the Medical Director of UMass Memorial COVID-19 Treatment Center in Worcester that has been a leader in the state-wide efforts in providing lifesaving COVID-19 treatments. He is the lead author of COVID-19 treatment guidelines and protocols for the UMass Memorial Healthcare. Dr. Jubbal’s work with the COVID treatment has been featured on several local and international news outlets including the Worcester Telegram and Gazette, Boston Globe, WBUR (Boston’s National Public Radio news station), Boston 25 News, Bloomberg news, and the Japan Times. The Department of Medicine at UMass Memorial Health (UMMH) and UMass Chan Medical School honored Dr. Jubbal with a Citizenship Award in 2022.

Jason Zhensheng Qu, MD
Physician Member

Dr. Jason Zhensheng Qu is an Associate Professor of Anesthesiology at Harvard Medical School and a senior member of the Division of Cardiac Anesthesia in the Department of Anesthesia, Critical Care, and Pain Medicine at Massachusetts General Hospital. He previously served as a cardiothoracic surgeon at Peking Union Medical College Hospital in Beijing after graduating from Jilin University Medical School in China. Dr. Qu came to the United States in 1993 as a research fellow at Harvard Medical School. He completed his Anesthesia Residency and Cardiothoracic Anesthesia Fellowship at Massachusetts General Hospital (MGH) and joined the faculty at MGH in 2001.

As a physician-scientist, Dr. Qu has published research focusing on brain protection and neurologic dysfunction in patients following cardiac surgery. He is actively involved in patient care, teaching, and research, and he serves as a member of the Internal Review Board of Mass General Brigham.

Dr. Qu serves as Chairman of the Board of South Cove Manor Rehabilitation Center in Quincy, MA. He previously held a position on the Board of Directors at Intealth from 2014 until 2023, an integrated organization that includes the Educational Commission for Foreign Medical Graduates (ECFMG) and the Foundation for Advancement of International Medical Education and Research (FAIMER).

Yvonne Cheung, MD, MPH, MBA
Physician Member

Dr. Cheung is the Associate Chief Medical Officer and Associate Chief Quality Officer at Baystate Medical Center in Springfield, Massachusetts. Dr. Cheung’s prior leadership roles in quality and patient safety include: Chief Quality and Safety Officer, Mount Auburn Hospital (Cambridge, MA) and Associate Chief Medical Officer/Vice-President, Quality and Patient Safety at Mass General Brigham|Newton-Wellesley (Newton, MA). She also serves as the Chair of the Quality and Patient Safety Committee of the Massachusetts Board of Registration in Medicine.

Dr. Cheung received her BA from Harvard College, MD from the College of Physicians and Surgeons, Columbia University, MPH from the Harvard School of Public Health and MBA from the University of Massachusetts, Amherst -Isenberg School of Business.  She completed her internship in Internal Medicine at Mount Auburn Hospital, residency in Anesthesiology at Massachusetts General Hospital and maintains clinical practice in anesthesiology.

Aviva Lee-Parritz, MD
Physician Member

Aviva Lee-Parritz received a BS degree in Nursing from Columbia University and her MD degree from Tufts University School of Medicine. She completed a residency in Obstetrics and Gynecology at Tufts University Affiliated Hospitals and a Fellowship in Maternal-Fetal Medicine at Brigham and Women’s Hospital.

She was the Program Director for the Residency in Obstetrics and Gynecology at Boston Medical Center from 2004-2013.

From 2013 until 2024, she served as the Chair for the Department of Obstetrics and Gynecology at Boston Medical Center and Boston University Chobanian and Avedisian School of Medicine. She is also the Director of the Office of Equity, Vitality and Inclusion for the Boston University Medical Group.

Dr. Lee-Parritz is a Fellow of the Society for Maternal-Fetal Medicine and of the American Congress of Obstetricians and Gynecologists. Her clinical interests include maternal complications in pregnancy, with a focus on diabetes. In addition, she supported implementation of programs that focus on mitigating inequities in health outcomes, such Project Respect as a national model for the care of pregnant persons with substance use disorder; and was the Executive Sponsor for the Equity in Pregnancy Program for the Boston Medical Center Health System Health Equity Accelerator.

Weidong Lu, MB, MPH, PhD, Lic.Ac., 
Chairman

Weidong Lu is Professor of Chinese Medicine at The New England School of Acupuncture (NESA) and Instructor in Medicine at Harvard Medical School.  He has also been Chairman of the Chinese Herbal Medicine Department at NESA.  Chairman Lu is a researcher and Lead Oncology Acupuncturist at Leonard P. Zakim Center of Dana-Farber Cancer Institute (DFCI).  Originally trained as a physician specializing in Chinese Medicine in China (MB, Zhejiang Chinese Medical University, ’83), he has been actively practicing acupuncture for cancer patients at DFCI for over 12 years, while conducting NIH-funded clinical trials in acupuncture.  Chairman Lu is the first recipient of the Bernard Osher Foundation/The National Center for Complementary and Alternative Medicine (NCCAM) CAM Practitioner Research Career Development Award (K01).  He is the co-leader of an NIH-funded acupuncture trial for chemotherapy-induced neutropenia in ovarian cancer and the principal investigator of an NIH-funded acupuncture trial for dysphagia after chemoradiation therapy in head and neck cancer.  He has published over 20 journal articles in the field of Integrative Medicine.  He received his MPH from Harvard School of Public Health and his PhD in Integrative Medicine from Beijing University of Chinese Medicine.  Chairman Lu has served as Chairman of the Committee on Acupuncture since 2004.  

Wei “Vivien” Zhang, Lic.Ac., 
Secretary

Wei Zhang, MB, MS, Lic. Ac., earned her degree from Beijing University of Traditional Chinese Medicine in 1994. In 2007, Ms. Zhang also received her Master of Science in Nutrition and Health Promotion from Simmons College, Graduate School for Health Studies. Since March 2000, Ms. Zhang has been licensed to practice acupuncture in Massachusetts. She notes that she has over 19 years of experience in acupuncture and Chinese herbal medicine that she wishes to offer the COA. For over ten years, Ms. Zhang was an instructor at NESA, where she also supervised in the Acupuncture and Chinese Herbal Medicine Clinics. Currently, Ms. Zhang practices acupuncture at her private practice in Dracut and Westford, as well at Massachusetts General Hospital (“MGH”). Ms. Zhang has also contributed to publications in the Journal of Beijing University of TCM and the Journal of Alternative and Complementary Medicine and been published in TCM World of Beijing University of TCM.  She was appointed to the COA in 2016.  Ms. Zhang currently serves on the Continuing Acupuncture Education Subcommittee.

Linda Robinson-Hidas, Lic.Ac.

Ms. Robinson-Hidas graduated from the American College of Traditional Chinese Medicine located in San Francisco, California where she received a Master of Science in Traditional Chinese Medicine in November 1989. She also has a BA from Rutgers University. Since 1991, Ms. Robinson-Hidas has been in private practice in western Massachusetts, most recently at The Acupuncture Works in Amherst. She has also practiced acupuncture in California and Vermont.  She currently chairs the Public Education Committee of the Acupuncture Society of Massachusetts where she previously served as President. She also serves as a delegate to the American Society of Acupuncturists where she chairs the Herbal Medicine Committee. Ms. Robinson-Hidas was appointed to the Committee on Acupuncture in 2019.

Dennis Moseman, M.S., D.C., Lic.Ac., Dipl. Ac. (NCCAOM)

Dennis Moseman is a Professor and Dean of the New England School of Acupuncture at Massachusetts College of Pharmacy and Health Sciences. Dennis is also past President of Tri-State College of Acupuncture, having held several senior administrative positions, including the role of academic dean for a more than a decade. He has worked in higher education for more than 25 years with a specialization in integrative medicine education and leadership. He has served as a faculty member in the field of health sciences since 1994 and has served as the president of Integrated Acupuncture Solutions, a management and consultant company dedicated to the advancement of the acupuncture profession in the United States and around the world.

Dennis is an Accreditation Site Visitor for the Accreditation Commission for Acupuncture and Herbal Medicine (ACAHM) and was also a member of the Commission’s Master’s and Professional Doctoral Standards taskforce committees. He was also previously a Commissioner for the National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM).

Dennis holds a Doctor of Chiropractic degree, a Master of Science in Acupuncture, and a Bachelor of Science in Nutrition. He is a licensed acupuncturist in New York and Massachusetts and has practiced as a chiropractor and acupuncturist in a variety of clinical settings, including the management of a large multidisciplinary integrative medical practice.

Ramaa Rao, M.D., Lic.Ac.,
Physician - Acupuncturist Member

Dr. Ramaa Rao is a highly experienced medical professional with over four decades of expertise in both Western and Traditional Chinese Medicine (TCM). She earned her M.B.B.S. from Kurnool Medical College, India, in 1979 and completed her residency at New York Medical College in 1983. Her career began as an Anesthesiologist, where she managed critical care and complex surgical cases. Driven by a desire to offer holistic care, Dr. Rao earned a master’s degree in TCM from the New England School of Acupuncture in 2000. This unique blend of skills has allowed her to effectively treat patients with chronic pain and fibromyalgia through her practice, Healing Touch Family Acupuncture. Dr. Rao has a strong commitment to volunteering her services to the community and provided services as a primary care physician with Global Brigade in South America, providing essential healthcare to underserved populations. Her broad knowledge, extensive experience, and dedication to service highlight her commitment to improving health outcomes.
