Hardship waiver delegation policy
The Bureau has adopted a Hardship Waiver Delegation Policy related to the education requirement changes effective November 9, 2026.
Applicants may qualify for a hardship waiver if they:
- Were issued a Pipefitter Apprentice or Refrigeration Apprentice license on or before November 8, 2024;
- Meet all journeyman licensure requirements that were in effect prior to November 9, 2026; and
- Submit their application for examination no later than May 9, 2027.
For applicants who do not qualify for the hardship waiver under the delegation policy, but have completed all journeyman licensure requirements that were in effect prior to November 9, 2026, please submit a letter along with your application explaining the hardship you experienced that necessitates of a waiver.
A hardship waiver must be granted no later than May 9, 2027. If you would like to apply for a hardship waiver, you should do so as soon as possible.
