In Massachusetts, municipalities are the issuing authorities that negotiate and grant cable licenses, while the DTC retains ultimate authority in licensing matters. The DTC offers a municipal outreach program for communities involved in the licensing process, regarding applicable substantive and procedural requirements at the local, state, and federal levels. When licensing disputes arise at the local level, the DTC serves as the appellate body.
