Community Support Program Tenancy Preservation Program

The Community Support Program Tenancy Preservation Program (CSP-TPP) is a specialized homelessness prevention service that works directly with members who are facing eviction because of behavior related to a disability and helps them address health-related social needs. CSP-TPP provides tenancy-sustaining services, including tenant rights education and eviction prevention.

Overview

CSP-TPP providers work with the Housing Court, the property owner, and the member to determine whether the disability can be reasonably accommodated and the tenancy preserved. The program’s primary goal is to preserve tenancies by addressing the underlying issues causally related to the lease violation by connecting the member to community-based services.

CSP-TPP includes help from specialized professionals who—based on their unique skills, education, or lived experience—can engage and support members facing eviction by

  • assessing the underlying causes of the member’s eviction, and identifying services to address both the lease violation and the underlying causes;
  • developing a service plan to maintain the tenancy;
  • providing short-term, intensive case management and stabilization services to members; and
  • making regular reports to all parties involved in the eviction until the member’s housing situation is stabilized or the member's case is otherwise closed.

CSP-TPP services are delivered on a mobile basis to members in any setting that is safe for the member and staff. Services are flexible, with the goal of helping eligible members attain the skills and resources needed to maintain housing stability.

Eligibility

CSP-TPP is available to any eligible MassHealth member who is enrolled in any managed care plan, as well as those who are in Fee-for-Service. To be eligible for CSP-TPP, members must be at risk of homelessness and facing eviction as a result of behavior related to a disability.

For more information about eligibility requirements, read the Guidelines for Medical Necessity Determination for the Community Support Program and the CSP Program Regulation. Members may refer themselves or may be referred by Housing Court, legal services, healthcare entities, housing agencies, and service agencies.

Medical necessity can be verified by diagnosis or a member’s signed statement that they meet medical necessity. Services may continue until the provider determines that the services are no longer medically necessary.

State Agency Partnerships

CSP-TPP is one component of a state agency partnership between MassHealth, MassHousing, and the Executive Office of Housing and Livable Communities (EOHLC). Each of these agencies contributes to the funding of broader Tenancy Preservation Program related activities overall.

MassHousing and EOHLC use state funding allocated through a state budget line item and other state resources to provide funding to CSP-TPP providers that enables them to serve individuals who may not be eligible for CSP-TPP (for example, those who are not eligible for MassHealth).
