Personal Care Attendant Quality Home Care Workforce Council M.G.L. c. 118E and the Enabling Act: The Personal Care Attendant Quality Home Care Workforce Council (the “PCA Workforce Council”) is created by and exercises its powers and responsibilities in accordance with Massachusetts Law, including the provisions of Chapter 118G, §§ 28 and 33 of the Massachusetts General Laws (“M.G.L.”), as added by Chapter 268 of the Acts of 2006 (the “Enabling Act”).
