Cybersecurity Services Pilot Program

OMST and Tyler Technologies Cybersecurity Services are providing a 60-day pilot program that provides organizations with hands-on access to enterprise cybersecurity capabilities at no cost, including MDR, EDR, and CVS.

Program Overview

We are pleased to announce a partnership with Tyler Technologies Cybersecurity Services to launch a 60-day pilot program designed to address the growing need for dedicated cybersecurity solutions tailored specifically to municipalities and school districts. Recognizing that disparities in funding and in-house cybersecurity expertise often limit the ability of local entities to proactively identify and mitigate vulnerabilities, this pilot initiative is intended to help bridge that gap. 

Through this program, participating organizations will gain access to a targeted suite of cybersecurity services designed to strengthen security posture, enhance risk visibility, and support informed remediation planning.

The pilot will provide up to twenty participating entities with hands-on exposure to specialized cybersecurity capabilities, enabling them to better understand and reduce ongoing risks related to data breaches and other cyber threats, while assessing the value of sustained cybersecurity services and support moving forward. 

At the conclusion of the pilot program, participating municipalities and school districts will receive an objective, clearly presented assessment summarizing pilot outcomes and the value delivered by the selected cybersecurity services. A copy of each assessment report will also be provided to EOTSS to ensure full transparency and promote a shared understanding of participating organizations’ cybersecurity environments. 

The pilot is offered at no cost, with the expectation that participants will provide feedback and take part in periodic status review meetings throughout the 60-day period. Should an organization wish to continue one or more of the services beyond the pilot, it may contract directly with Tyler Technologies Cybersecurity Services. There is no obligation to continue services under a fee-based model following the conclusion of the pilot.

Program Details

Strengthen your organization’s cybersecurity posture with a 60-day, no-cost pilot of up to three essential protection services: Continuous Vulnerability Scanning Service (CVS), Endpoint Service (EDR), and Managed Detection & Response Service (MDR).

  • CVS Service proactively identifies security weaknesses across your network before they can be exploited—giving you clear visibility into risks and prioritized remediation guidance.
  • EDR Servicemonitors endpoints such as servers, desktops, and laptops in real time to detect suspicious activity and stop threats quickly.
  • MDR Service adds 24/7 expert monitoring and response, providing skilled cybersecurity professionals who investigate alerts and will act on your behalf.

Together, these services deliver comprehensive visibility, faster threat detection, and expert-driven response—with limited or no internal staff (based on service selected).

This pilot offered by Tyler Technologies Cybersecurity Services allows you to experience measurable improvements in risk reduction, response readiness, and overall security maturity—at no cost and with no obligation to continue. It’s a practical, low-risk opportunity to evaluate enterprise-grade cybersecurity protection tailored to the needs of public sector organizations.

Cybersecurity Service Offerings

Municipalities and schools may select one or any combination of three core services—Continuous Vulnerability Scanning Service (CVS), Endpoint Service (EDR), and/or Managed Detection & Response Service (MDR). While we recommend piloting all three, as they complement one another and form essential layers of a strong cybersecurity posture, individually each service will be an asset to a client’s overall cybersecurity program.
Participants will apply for admittance into the pilot program through a application process managed by the Office of Municipal and School Technology (OMST).

Pilot Duration

The trial period will last for 60 days, beginning on the date of installation at each individual site. Tyler Technologies will monitor and track the evaluation period in coordination with OMST and participating organizations. OMST will serve as the coordinating body to support adoption, ensure alignment, and maintain consistent communication with all participants.

Deployment and Setup

  • Tyler allocates 4 hours per client for installation and configuration of all selected services. Should the configuration and implementation go beyond the 4 hours, there will be no charge; these instances are rare.
  • For environments where direct cloud integration (a private, dedicated network connection that links your on-premises infrastructure directly to a cloud service provider, bypassing the public internet) is not possible, we can leverage a hybrid model, utilizing an onsite syslog server for devices that cannot send logs directly to the cloud.
  • Cloud-only deployment is available for simplified setup and reduced on-premises infrastructure requirements.
  • Clients receive full technical support during the trial period, equivalent to that provided to paying customers.

Tyler Cyber Technical Support Staff Expertise

Support throughout the pilot program will be provided directly by our cybersecurity team through direct phone interaction and online ticketing. Our cybersecurity team holds a wide range of industry-recognized certifications, including:
Offensive Security: OSEE, OSCE, OSCP, OSWP

  • GIAC: GWAPT
  • ISC²: CISSP
  • CompTIA: Security+
  • ISACA: CISA

Service Level Agreement (SLA)

Tyler Cybersecurity commits to the following measurable service levels across all Security-as-a-Service offerings— Continuous Vulnerability Scanning Service (CVS), Endpoint Service (EDR), and Managed Detection & Response Service (MDR). These targets ensure that public-sector agencies receive consistent protection and timely support. Support requests are classified to match the urgency of the event. Clients can open cases through the Tyler Client Portal, by email, or by phone; a dedicated 24/7 emergency line is available for Critical incidents.

Participant Responsibilities

To maximize program value, organizational participants will be asked to:

  • Designate a primary point of contact for coordination and technical questions.
  • Provide timely access to relevant IT systems and infrastructure for set-up and deployment.
  • Commit to at least two check-in sessions during the pilot to share feedback and review highlights.

Reporting and Deliverables

At the conclusion of the pilot, each participant will receive:

  • An Executive Summary Report with findings, key incidents, and recommendations.
  • A roadmap for scaling services beyond the pilot.
  • An exit interview and session will be scheduled to survey results from the trial.
  • Opportunity to continue with any one or more of the cybersecurity services pursuant to a paid agreement with Tyler Technologies.
