DCMS Tip Sheet Volume 5 Edition 9 Evaluation Portal Functionality

Key functions and benefits of the Contractor Evaluation Portal

November 12, 2025

This tip sheet outlines the key functions and benefits of the Contractor Evaluation Portal, the digital system used for submitting, managing, and storing evaluations.

Primary Function: Digital Submission & Storage
The main purpose of the portal is to serve as a secure, digital vehicle for collecting and managing evaluations.

Submitting Evaluations: The portal is the primary tool for submitting new applications and evaluations digitally.
Centralized Repository: It acts as a single filing cabinet for all submitted or created evaluations, keeping them organized and easily accessible to the users who submitted or created them.

Log In & Access: Registered users can simply log in to access and manage all their own evaluations in one dedicated place.

Key Features & Workflow
The portal provides functionality to streamline the evaluation process:

Required Signatures: If an evaluation needs an additional sign-off, the portal can send the document to a second person for signature. This simplifies the workflow for documents requiring multiple approvals.
User Access: Only the registered user who submitted or created an evaluation can view their specific documents. Access is restricted to the owner of the document for privacy and security.

Portal Visibility
The portal offers no visibility for contractors.

Contractors who need to review evaluations received for projects listed on their projects table can request copies of the evaluation from their compliance officer if they are in review. They can also request a copy from the office (Certification.DCAMM@mass.gov)
Contractors are able to view the list of projects evaluated using their NRSS (Numerical Rating Summary Sheet). This will allow you to see projects that have been evaluated and which have not.

Benefits Of the Portal
Digital Vehicle: Eliminates paper and centralizes the submission process.
Filing Cabinet: Keeps all your evaluations organized and easy to find.
Signature Routing: Enables efficient collection of required signatures.
Registered Users: Provides a secure, dedicated workspace for each user to access previously submitted or in draft form evaluations.
