Obtaining reliable Project Evaluations is one of the most essential parts of the certification process. This Tip Sheet addresses one important element of the reliability review and how applicants can avoid Project Evaluations being deemed unreliable.

Whose responsibility is it to obtain the evaluations to support the applicant’s certification?
As a courtesy, DCAMM sends out evaluation requests as part of the application process.  However, it is up to the applicant to make sure that DCAMM receives enough evaluations for the applicant to maintain its certification for each Category of Work requested.

How are Evaluations submitted to DCAMM?
Evaluations are submitted to DCAMM in two separate ways: (1) Evaluation Forms are available online and can be completed and submitted through the Evaluation Portal; (2) PDF Evaluation Forms can be obtained on the DCAMM Certification webpage and submitted to the DCAMM Certification Evaluation Inbox at CertEval.DCAMM@mass.gov

Who should be completing the Evaluation Form? 
Applicant contractors, indicated on the Evaluation Form as the “Contractor Being Evaluated,” should not complete any part of the evaluation form. If DCAMM determines that the applicant has completed any part of the Evaluation Form, DCAMM may determine that the evaluation is unreliable and it may not be used towards the applicant’s certification. 

All evaluations, whether submitted through the portal or via email, are reviewed by Certification Staff to determine reliability. Evaluations must be independently prepared with no indication of bias. Evaluations are reviewed specifically to ascertain if they are completed in their entirety by the Evaluators listed on the form.

The applicant is not permitted to complete all or part of the Evaluation Form and forward it to the Evaluator for review and signature. It is imperative that the Evaluator complete all required sections of the Evaluation independently.   

Applicants may direct evaluators to the portal or applicants may send blank PDF Evaluation forms to the Evaluator, but applicants must not complete any section of the Evaluation Form.  Evaluations completed, in whole or in part, by the applicant may be deemed unreliable.
