Division of Insurance Information Sessions to Examine Cost Drivers Underlying the Health Premium Environment

The Division of Insurance is launching a series of information sessions over the next two months to examine the health cost factors driving the premium environment.

The Current Environment

In August 2024, after a thorough review and public information session, the Division concluded its review of carrier’s merged market (individual and small group) rate filings for calendar year 2025.  As identified at 2025 Health Insurance Rates | Mass.gov, the final weighted average premium rates for the merged market is increasing by 7.9% over calendar year 2024 .  During its detailed review, the Division identified a number of health cost factors contributing to the 7.9% average weighted increase, including weighted increases of medical costs by 6.6%, pharmacy costs by 11.8% and administrative costs by 0.6%.   While this premium rate data is specific to the individual/small group market, the Division understands that the same cost pressures apply to the large group market.

With this environment in mind, and in advance of the submission of the future rate increase filings in Mary 2025, the Division is interested to understand more about the current landscape of cost pressures in a more detailed manner.  Accordingly, the Commissioner of Insurance is launching a series of information sessions over the next two months to examine the health cost factors driving the premium environment.
