Education & Training Voucher (ETV) Eligibility and Application

ETV awards can be for up to $5,000 per school year and can be used to pay for tuition, room/board, fees, books, transportation, and other education related expenses. Awards are made based on demonstrated need and available funding.  Students can reapply for up to 5 academic years.

Following are the eligibility rules:

AgeUnder the age of 26 as of the application date
Citizenship/ResidencyUS citizen or eligible non-citizen 
School Enrollment
  • Full time or part time at any public/private college, university, or vocational school that is FAFSA eligible (in or out of state)
  • Making satisfactory academic progress as defined by your school's program 
Previous Education
  • High school diploma or GED/HiSET certificate
  • Have not yet earned a baccalaureate degree 
Foster Care Experience

Any of the following:

  • In DCF custody until 18
  • Adopted through DCF after 16
  • In DCF sponsored guardianship with kin after 16 and before 18
Other Requirements
  • Submitted FAFSA application
  • Provide a school issued account statement that shows the billed amount and financial aid awarded 
Additional Reapplication Requirements
  • Provide a recent transcript and receipts from prior awards
Apply/reapply online 

Apply/reapply after July 1st prior to the fall semester.  Applications are accepted on a rolling basis but must be completed before the end of the spring semester.  Apply early for priority consideration.
