Massachusetts provides capital grants to early education and care programs to expand capacity and improve the quality and accessibility of learning environments for children, ensuring they have safe, inclusive, and developmentally appropriate spaces to learn, play and grow.

  1. What opportunities for capital funding does EEC provide? 
    There is currently $14 million available to support capital projects at early education and out-of-school time facilities that serve low-income families through 3 different grant opportunities.   
  2. Who is eligible for EEC capital grant funding? 
    There are different capital grants available based on program type. Follow the links below to learn more about eligibility for current opportunities. 
     
  3. Did I miss the deadline to apply for FCC capital grants? 
    The deadline to apply for the Family Child Care (FCC) capital grants was September 13, 2024. There is currently no application posted for FCC capital grants. When additional opportunities are available they will be posted. 
  4. What is an RFI? 
    An RFI is a Request for Information. This is just one tool the EEC utilizes to gather formally information that will inform the development of grants or contracts in the future. 
  5. Is the RFI an application for grant funds? 
    No. The RFI is simply a means of gathering information. There are no capital grant funds for FCC’s to apply for at this time. 
  6. Why aren’t FCC’s eligible for all capital grants? 
    Access to small capital grant applications is defined through state laws and regulations. EEC does not have the authority to change who the grant is offered to. 
  7. I missed the info-sessions for the center-based capital grants. Where can I find more information?

  8. Why does the state use COMMBUYS? 
    COMMBUYS is the only official procurement record system for the Commonwealth of Massachusetts.
