The Employee Performance Review System (EPRS) provides the Commonwealth's bargaining unit and confidential employee workforce with the skills and understanding necessary to meet key performance targets. EPRS is not just a tool but a significant collaborative process to improve productivity by increasing communication between employees and their supervisors. Through this three-staged process, the supervisor will supply the employee with their expected job duties while also defining what successful performance looks like within these objectives. The successful completion of EPRS is not just a task but a significant contribution towards the agency's mission accomplishment, making you an integral part of our collective success.
Roles and Responsibilities
For your own EPRS, you are the employee. If you direct others, you will also be a supervisor and/or reviewer. Depending on your organization's structure, you may have more than one role.
- Employee: The bargaining unit or confidential employee being evaluated for the applicable fiscal year performance review cycle.
- Supervisor: An employee’s direct supervisor who is responsible for conducting their performance review.
- Reviewer: The employee’s indirect manager (their supervisor’s supervisor). The reviewer determines the final rating during Stage C.
The Three Stages of EPRS
The performance review cycle runs concurrently to the fiscal year, beginning in July and ending in June.
Stage | Title | Timeframe |
---|---|---|
Stage A | Performance Planning | July |
Stage B | Progress Review | January |
Stage C | Annual Review | June |
New Hire Timeframes

Standard Cycle (for employees who are not new hires) Stage A begins in July, Stage B begins in January, Stage C begins in June. Compressed Cycle (for new hires hired before March 31st) Stage A begins upon start, Stage B begins half-way to June, Stage C begins in June. Stretched Cycle (for new hires hired on or after March 31st) Stage A begins upon start, Stage B begins in January, Stage C begins in June.
