These include the Uniform Core Assessment (UCA) which is equivalent to the MDS-HC, the Time to Task (TTT) tool, and Prior Authorization forms.
The e-CAS solution provides the following benefits.

- Reduced administrative burden on providers and MassHealth
Submitting prior authorization documentation
LTSS providers in fee-for-service will only need to submit prior authorization (PA) documentation within e-CAS. They will not need to submit a second time in the LTMS portal. e-CAS will establish an interface with LTMS and send all PA forms, assessments, and any required documentation attachments so providers will not have to send multiple submissions.
Assessment training
EOHHS will provide multiple training options for all organizations required to use e-CAS. EOHHS has contracted with a vendor to oversee training development and administration. They will also establish a help desk for any technical issues or questions, and EOHHS will also offer self-service trainings available on a LMS for providers and plans. The time commitment for training will vary based on the user and how extensively they plan to use the system. Most staff should anticipate dedicating 2-5 hours to get onboarded and learn the key functions of the system.
Completing the assessment
The e-CAS platform has a mobile-friendly interface for completion of assessments on a tablet for ease of use in the field.
The mobile assessments platform also includes offline functionality. Assessors can download any member profiles or assessments while they are connected to internet, and can then complete those assessments at a member’s home without any internet connection. The next time the device connects to the internet, it will automatically upload the completed assessments to the e-CAS portal.
