EOTSS provides administrative and financial services ranging from human resource and procurement to contract management and software licensing.

Overview

The Executive Office of Technology Services and Security (EOTSS) Fiscal and Administrative Services, led by the Chief Administrative Officer, informs leadership and assists other state agencies with a range of services aimed at enhancing operations and reducing costs. The office can provide support related to human resources, procurement, and software licensing and management.

Software licensing and contract management

The EOTSS software licensing and contract management unit provides contract review and contract negotiation services on large-scale projects across the Commonwealth. This team has negotiated and established highly discounted enterprise volume license agreements with several major software providers, resulting in millions of dollars of annual savings for the state.

EOTSS Fiscal Office

The EOTSS Fiscal Office, led by the Chief Financial Officer, is responsible for all fiscal obligations, expenditures and reporting requirements to maintain fiscal control of the secretariat. The EOTSS Office of Capital Planning works closely with the EOTSS Chief Financial Officer and the Fiscal Office to oversee the IT capital investment portfolio.

Human Resources

The EOTSS Human Resource Office oversees an enterprise-wide recruitment effort that identifies qualified candidates for technology openings at Executive Branch agencies and guides them through the hiring process. It also ensures that EOTSS maintains a qualified, diverse, and accessible workforce.

Procurement and Accounts Payable

The EOTSS Procurement Office handles all procurement requests for EOTSS, from office supplies to IT hardware and software and everything in between. Procurement also provides support, guidance, and training to agency staff, and coordinates a range of internal functions, including contract management, budget, and accounts payable. When working with vendors, the procurement team administers the Procurement and Contracts Management System (PCMS), EOTSS' procurement system.
