Information for nurses educated outside of the United States

Learn how you can apply for a nursing license in Massachusetts

If your nursing education was not provided in English, you must pass one of the Board approved English Proficiency Exams | (DOC) and submit them to Professional Credential Services Inc.  (PCS).

All non-U.S. educated nurses applying for Licensure by Reciprocity or Exam must complete a credential evaluation by a Board approved credentialing agency:

Credential evaluation reports must be sent directly to PCS:

PCS
Attn: MA Nursing Coordinator
P.O. Box 198788
Nashville, TN 37219

Applications for Licensure by Reciprocity that do not include the evaluation will be considered incomplete and will not be processed by PCS.

Welcome Back Center

The Welcome Back Center assist nurses trained in other countries to become registered nurses in Massachusetts. Many internationally educated nurses come to Massachusetts and find it difficult to obtain a license to practice here.  The process can be complicated and involves working with several different agencies, filling out forms and sometimes meeting additional educational requirements. If you were a nurse in another country and are a current Massachusetts resident and want to be a nurse in Massachusetts, they can help you.
