MEMA’s Hazardous Material Emergency Preparedness (HMEP) subgrants are reimbursement-based sub-grant, providing funds to assist Local and Regional Emergency Planning Committees (EPCs) to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act (EPCRA) of 1986. HMEP funds may be used toward hazardous materials planning, training, and exercise activities.
