In accordance with Massachusetts General Law Chapter 166A, Section 9, cable television operators in Massachusetts are required to submit annual license fees to the Commonwealth and municipal issuing authorities.

The license fees are set by statute as a fixed rate per cable television subscriber and are not assessed on other subscription services the cable television operator may be offering, such as internet or telephone service. Additionally, the annual license fee is not assessed on third party video subscription services that are accessed over a customer’s internet subscription (e.g., YouTube TV or Hulu Live TV). 

The annual license fee and a cable television subscriber count for each municipality served by the operator are due to DTC on March 15 each year.

The data displayed on this website covers the years 2020–2025. Annual subscription data dating back to 2000 may be obtained by submitting a Public Records Request. Please include the community name, cable provider, and the specific year(s) requested to assist in processing your request.

Astound Broadband (Formerly RCN)

An Open Video System ("OVS") is an alternative method to deliver multi-channel video programming to consumers. The infrastructure of an OVS is identical to that of a cable television system, but regulation of the two systems differs. In exchange for the ability to serve areas without needing to obtain a cable television license, OVS operators are obligated to make at least some channel capacity available to independent programmers.

In Massachusetts, Astound provides multi-channel video programming services as an OVS in the communities of Boston, Waltham and Watertown. It has been a general practice for Astound to voluntarily submit video subscription counts to the DTC on an informational basis for these three communities and that information is presented where it is available.
