The Department advises municipalities on changes in technology, educates municipalities on rights and duties under state law, oversees the licensing process, and is the appellate body for initial, renewal, and transfer licensing disputes. Federal license renewal procedures can last up to 36 months. The Department offers an extensive education program for those communities involved in the renewal process throughout those 36 months. As the issuing authorities, local governments are responsible for negotiating their own cable franchise agreement, but it is the Department's responsibility to ensure that the renewal process is conducted fairly, with a goal of producing a renewal license which reflects the cable-related needs of the community.
