In accordance with the provisions of Chapter 32, Section 20-4-b, PERAC Rules and Regulations 840 CMR 7.00 and the Board’s Supplemental Regulations, two members of the Retirement Board must be elected for a three-year term beginning August 1, 2026. Eligible individuals must be a member ‘in service’ or a ‘retiree’ of the Gloucester Contributory Retirement System. The term will be from August 1, 2026 to July 31, 2029. The election will be done by mail. Ballots will be mailed to all eligible members and eligible retirees and must be received at the Gloucester Retirement Office, 127 Eastern Avenue, Gloucester before 9:00 am on July 17, 2026, the day of the election.
Elected Members must file an Annual Statement of Financial Interest (SFI) with Public Employee Retirement Administration Commission (PERAC) and must undertake 18 hours of educational training during the three year term. To be included on the ballot, nomination papers must be filed in the office of the Retirement Board on or before 9:00 am on June 2nd, 2026.
Any active member or retiree of the retirement system may qualify as a candidate by filing with the Retirement Office a Nomination Paper containing the signatures and addresses of at least twenty (20) members of the retirement system who are either active, retired, or inactive. Nomination Papers will be available to candidates at least ninety (90) days prior to the date of the election. The Nomination Papers containing the necessary number of qualified signatures and addresses shall be filed no later than forty-five (45) days prior to the date of the election. If the Election Officer determines that a candidate has filed nomination papers containing less than the required number of qualified signatures, the Election Officer shall declare the nomination papers invalid and shall notify the candidate of the determination.
Board Members are subject to and must be in compliance with the public employee retirement laws, G.L. c 32, the State Ethics Law, G.L.c. 268A and the rules and regulations promulgated by the Public Employee Retirement Administration Commission.
Exclusions
No individual who has been convicted of robbery, bribery, extortion, embezzlement, fraud, grand larceny, burglary, arson, a felony violation of state or federal law defined in Section 102(a) of the Comprehensive Drug Abuse Prevention and Control Act of 1970, murder, rape, kidnapping, perjury, assault with intent to kill, any crime described in Section 9(a)(1) of the Investment Company Act of 1940 (15 U.S.C. 80a-9(a)(1)), a violation of Section 302 of the Labor-Management Relations Act, 1947 (29 U.S.C. 186), a violation of Chapter 63 of Title 18, United States Code, a violation of Section 874, 1027, 1503, 1505, 1506, 1510, 1951, or 1954 of Title 18 United States Code, a violation of the Labor-Management Reporting and Disclosure Act of 1959 (29 U.S.C. 401), any felony involving abuse or misuse of such person's position or employment in a labor organization or employee benefit plan to seek or obtain an illegal gain at the expense of the members of the labor organization or the beneficiaries of the employee benefit plan, or conspiracy to commit any such crimes, or a crime in which any of the foregoing is an element or has been found by the Public Employee Retirement Administration Commission or any court to have violated his/her fiduciary duty or has been found by the Ethics Commission or any court to have violated M.G.L. c. 268A, shall serve or be permitted to serve.
Nomination papers will be available in the Retirement Office on April 17, 2026.
Ballots will be counted at the Retirement Office (127 Eastern Ave.) on Friday, July 17, 2026 at 9:00 am. The candidates or their representatives may be present and may observe the counting process.
